Our Mission
The Newburgh Records project is dedicated to making public records from the City of Newburgh accessible to all community members. We believe that government transparency is essential for an informed citizenry and a healthy democracy.
The documents on this site come from more than one source. Many were obtained through official Freedom of Information Law (FOIL) requests submitted to various City of Newburgh departments. Others—such as court filings, resolutions, and other records already publicly available on the City's website or elsewhere—were collected so that all public records relating to the City of Newburgh could be searched from one place, rather than scattered across FOIL responses, court dockets, and separate government websites.
What is FOIL?
The Freedom of Information Law (FOIL) is a New York State law that grants the public the right to access records maintained by government agencies. Under FOIL, government records are presumed open unless they fall within specific exemptions defined by law.
Key aspects of FOIL include:
- Any person can request access to government records
- Agencies must respond within 5 business days of receiving a request
- Records may be provided in the format requested if reasonably possible
- Fees are limited to the actual cost of reproduction
- Denials may be appealed through the agency and then to court

Documents in our library are organized by several categories to help you find what you're looking for:
- Department - The city department that provided the records (Police Department, Department of Public Works, City Clerk, etc.)
- Document Type - The nature of the document (reports, correspondence, policies, meeting minutes, etc.)
- Date Received - When the documents were received via FOIL response, filed with the court, or otherwise obtained
- Subject Matter - The general topic or issue the documents relate to
How to Submit Your Own FOIL Request
If you're interested in obtaining records not available on this site, you can submit your own FOIL request to the City of Newburgh. Here's how:
- Identify the specific records you're seeking
- Submit a written request to the appropriate Records Access Officer
- Include your name, address, and a clear description of the records
- The agency must respond within 5 business days
